Hemp licence guide
A short orientation to the current cultivation route in Ireland.
The short answer
You need a controlled-drug licence to cultivate hemp in Ireland. The HPRA manages the application process on behalf of the Department of Health.
Before you apply
- Check the variety is in the EU Common Catalogue.
- Use certified seed and keep the seed label and purchase documents.
- Have your cultivation-site details ready.
- Use the current HPRA application form and guidance.
Current THC threshold
DAFM stated to the Oireachtas on 8 July 2026 that permitted cultivation is limited to varieties with less than 0.3% THC that are registered in the EU Common Catalogue.
Natural Fibres Ireland is not a licensing authority. HPRA guidance and the conditions of your licence take precedence over this page.
